Maybe the Fox SHOULD Guard the Henhouse

Look who's doing his part for controlled ridgetop development in Knoxville:

"The task force - which largely was spurred into being after construction began unannounced last year on a 180-foot water tower along the ridgetop at Cherokee Trail in South Knoxville - is reviewing policies and best practices in cities such as Asheville, N.C., and Fayetteville, Ark. . . . With the scope of issues ever-expanding, Zitzman asked whether a moratorium might be a possible stop-gap measure for now. He likened it to the city's standing ban on new billboards."

From a real estate developer? Wha?
